EU Proposes Suspending Israel from Horizon Research Programme Over Gaza Crisis

The European Commission has proposed a partial suspension of Israel’s participation in the prestigious €80 billion Horizon Europe research programme, citing the escalating humanitarian crisis in Gaza. The move would bar Israel from the European Innovation Council (EIC), a segment focused on cutting-edge technologies.

The proposal comes amid growing international condemnation of the situation in Gaza, where food security experts warn that famine conditions are already unfolding. Recent assessments report that nearly the entire population faces food and water insecurity, rising malnutrition, and severe shortages of medical supplies.

Over 20 EU member states have expressed deep concern and agreed to clarify technical details before reviewing the suspension proposal again. While some nations voiced reservations that such a move could impact diplomatic engagement with Israel, many supported urgent action based on the severity of the crisis.

Israel has been a major beneficiary of Horizon Europe, securing approximately €200 million in grants and equity since 2021. The potential suspension under Article 79 of the Euro-Mediterranean Agreement would mark the first time a country has been excluded from any part of the programme.

While Israel argues that aid shortfalls stem from distribution failures, EU officials dispute this, citing insufficient access, lack of security for aid workers, and a drastic drop in aid entry compared to pre-war levels. If approved, the decision would require a qualified majority of member states representing 65% of the EU population, making support from key players like Germany essential.
